With respect to the observations of the Governor of Hong Kong as to the cost of the seamen's passages from Yokohama, I am to state, for the information of the Marquess of Ripon, that Her Majesty's Consul at Kanagawa has explained that the men were sent by an American vessel as there was no opportunity of sending them by a British vessel.
